Regional Conservation Strategy
PURPOSE OF PROGRAM
The Regional Conservation Strategy is a new program approved
by the Santa Barbara County Board of Supervisors on March
28, 2006. The purpose of the program is to improve protection
to the California tiger salamander (CTS), and potentially
other threatened and endangered species in the range of the
CTS, while simultaneously improving land development processes
for owners within the CTS range in northern Santa Barbara
County. A plan to conserve the habitat of the species and
contribute to it’s recovery will be developed pursuant
to the 1973 U.S. Endangered Species Act, as amended. It will
provide certainty and simplification to land use permitting,
and decrease landowner cost of species mitigation. The plan will be developed under
advisement of a group representing those who have a stake
in the program’s outcome. These include at least the
following stakeholders:
- Local city and county jurisdictions
- US Fish & Wildlife Service
- California Department of Fish and Game
- The environmental community
- The development community
- The farming community, and
- The ranching community
